absolutely.

you as the renter will need to pay the fine, or reimburse the rental company if it has to pay on your behalf.

but that doesn't mean you (the renter) have accepted any legal responsibility for the infringement. ie... it may be that the police can never put the infringement against anyone's licence. it may be the case that it can never be proven who actually committed the offence.
