I can confirm this is not a QF problem.
I've just boarded an IB intra-EU flight on an A320 and the problem is just as bad.
I was last to board and I was still held standing at the airbridge for 13 minutes waiting for other passengers to store their rolls boards (again, I am the only pax who didn't seem to have one).
At one point I saw crew carry two carry-ons with off the plane and onto the airbridge. Does that mean the bags weren't gonna fly on this flight?
After I was seated (in J), the FA asked if I wanted to store my backpack in my overhead compartment and when I indicated I was happier with the backpack under my feet, took the suitcases back and put them over my head.
