Ok, on checking award availability in F LHR-IAD out on 3 Feb and back on 6 Feb - there isn't any so I have no idea where you are getting your figures from on these dates.
There seems to be availability in F out on 4 Feb (BA293) and back on 10 Feb (BA264), these are the closest dates with availability. The cost for that comes out as 40k avios + £2779. I have checked doing straight cash booking and the underlying cash fare is £2779 so that is correct.
I haven't looked at BWI btw.
There is an ex-UK sale on at the moment (I4UKJB) in J and F which would give you a J return to IAD for around £1500, but there is are restrictions on this sale:

Obviously if your dates are fixed and you need to travel on 3 February and want to return before the first Sunday you can’t get the reduced fare.
Now LHR to DXB for the same dates (3-6 Feb) comes out at £2208 in J – so where are you getting around £1500 for a DXB return for these dates?
Again, the reason DXB is around £2200 and not the sale fare of £1500 is that the 3-6 Feb date combination is not allowed as the sale rules covering DXB (IAP9UK) state
