I read it as referring to the baggage fee chart for ST Elite/Elite+ where the first bag or two is free, as described in the first boxed paragraph, (http://www.delta.com/content/www/en_...p/checked.html) and then fees apply if you exceed the allowance per the baggage fee chart.
