LDW & LIS insurance for monthly rental

I need to rent from Hertz for a month in Dec. The LDW and LIS really make me crazy. My credit card can't cover LDW since the rental exceed 15 days (VISA's policy), and as I didn't own a car, I also need to buy the LIS every time I rent a car. But when the rental is a month long, it's gonna to cost me more than 400 bucks only one the LIS, and LDW for another 400 dollars.

Anybody has any idea how to get those insurances at a lower price? I've heard something about the non-owner car insurance, but can't find information in website of insurance company.

Update: Thanks for all the reply. I spend a few days on research. Here's my solution to this:

1.AMEX do cover LDW for a monthly rental, the link is at #2. But the said thing is, currently I don't have a AMEX card.

2.I found a company named travel insured provide "Worldwide Trip Protector Gold", this travel insurance could cover up to $ 50,000 Collision Insurance to a rental car. It's would cost around $60(based on your age and travel budget) for a monthly rental.

3.Many insurance company do provide non-owner insurance or "name insured plan", but you can't get a quote online, the only way to get a quote is to find a local agent near you. I get a quote from Progressive, it cost $4xx for me to get a 6-month plan. I'm 23, so I guess that's why I get a higher quote.

4. Well, the good news is I find Hertz would provide some kind of liability insurance in most state except CA. But they only provide secondary liability in my state. But I don't have any car insurance now, so that means Hertz become primary under this condition. I have to say I waste a lot of money on LIS from hertz on my former rentals!
"If renting in California:

Hertz provides no liability protection under the terms of the Rental Agreement to the renter from claims of injury by others against you resulting from an accident. Your personal/business insurance may cover your liability. Exceptions: Hertz will provide primary liability protection up to the statutory minimum limits to international customers (driver's license indicates an address outside the USA) renting in California. Please also refer to Liability Insurance Supplement (LIS) below.

If renting in Arizona, Maryland, Massachusetts, Michigan, Minnesota, New York, South Carolina, Virginia, or West Virginia:

Upon signing the Rental Agreement, Hertz provides primary liability protection. However, such protection is generally no more than the minimum limits required by individual state law. See Financial Responsibility Limits by State.

If renting in any other state in the U.S.A.:

Hertz will provide secondary liability protection from claims of injury by others against you resulting from an accident with the rental car. Your personal/business insurance is primary to the minimum state limits. In the event there is no applicable liability protection, Hertz, by default, becomes primary."
