More info on the Oct 20 vs 31: If you are a current TMobile customer and need the new plan before Oct 31, it's almost certain they give it to you automatically. But to make sure, give them a call and they can apparently give a you a "temporary activation" to cover the time until Oct 31.
I have been with TMobile for a long time and have two phones now working in Taipei without any charge for text or data. I am very happy.
