1. There's absolutely no check on Guam. Agricultural inspection applies to all flights leaving the Hawaiian Islands regardless of destination and regardless of who you are.
2. You will never "just missed it". They'll either hold the plane or they'll not. Next week UA NRT-HKG will be history, they'll put you on GUM-NRT-HKG or GUM-MNL-HKG on anyone's metal.
