United Express catering in IAD is different from mainline catering and it is very hard (if not impossible) to request a liquor kit. Some express carriers are loading and extra kit at other catering bases for planes that will be traveling through IAD.
The vendors for UAX and Mainline catering are different at IAD. Perhaps this has something to do with it.
