The reason he's waiting for a new one is that he plans on keeping it for a few years and figures that the current models are essentially one year closer to obsolescence.
One other question re carriers... from your experience, which is the best in terms of coverage, not cost? He has a Sprint cell, but when i looked at the coverage maps, Sprint seemed to be quite weak. I don't want him to get an iPad that he won't be able to use (or use well) from Kansas to the Pacific. Or is the 3G to 4G/LTE difference so negligible that it doesn't matter?

Unless he is planning on keeping it twenty years previous year's or previous to that will work perfectly fine. You can now get iPad first generation relatively cheaply from places such as Cowboom or you can look on Apple's site for refurbished models which have a full warranty.
