I was IDB'd on TLV-JFK and put on an LY flight instead. When writing to DL to ask for my original mileage credit for the DL segment I missed, I got this response:

Dear NYTA,

Thank you for your email to Delta Air Lines.

We have received your documentation requesting mileage credit on EL AL
Israel Airlines; however, they are not a partner in the Delta SkyMiles
program. As such, we are unable to post any mileage as requested. We
realize this is a disappointment, but encourage you to view a list of
current SkyMiles partners using the web address below to learn about
current earning opportunities:

Any suggestions from the group on how to make progress here? I mentioned the IDB in the original request but they didn't seem to get it. Is this the email equivalent of HUCA?
