Why are the threshold gifts at 60K and 90K only available to 50K and 75K flyers respectively?

As I was early recognition to 75K based on AQS I missed the threshold gift at 60K because I hadn't earned enough AQM yet. Seems a bit unfair. If I had earned 75Kwith AQM I would have received the threshold gift before I got the early recognition.

Is there any point raising this with AC? Where would I even begin without spending several hours on the phone?
