According to their website it states that if it's a JAL branded CC then the card holder doesn't have to be travelling.

In this case I'd look at going through a travel agency or places like expedia to book the flight if a CC is going to be used.

Wouldn't hurt ringing up JAL's reservation centre to see if they can be a bit flexible.
