I did try to search for this here, but there seemed to be a great deal of uncertainty.
Once you have Avios in a BA account, you can certainly use them to book Qantas flights.
There are some QF flights that you need to book on the phone, because of the variety of operating companies that the QF group uses. But mainline flights should not pose any real difficulty.
You need to watch out for one thing, though: I believe that QF no longer flies directly to New Zealand from North America, so you may have to route through Australia. And the BA scheme will charge you per sector, so you'd pay (for example) for Los Angeles to Sydney and then separately for Sydney to Auckland.
