Are you sure that your previous business card account was fully closed out? As noted in FAQ #1 above, when customers close their business cards, Citi doesn't always close out the account completely. (The difference is that business accounts have both a master account number, plus an account number for each individual employee card.) Having such a lingering "phantom" account might explain your misfortune, and seems more likely as an explanation--for the moment, at least--than some new biz-churn-unfriendly policy shift by Citi.
