I would tend to think that NRT is a destination but not a stopover. Otherwise, all CA and IB ticket will be meaningless - one has to return to his origin within 24 hours of arriving his intended destination.
However, I also understand that this way of reading is inconsistent with the reading of "2 stopovers, 2 transits and 1 openjaw" rule or the "5 stopovers, 2 transits and 2 openjaw" rule where there is no such thing called "destination" and the so-called destination is regarded as a stopover.
