That's an apples to oranges argument. Driving a car requires very good motor control skills. Carrying a gun does not. Pulling a gun and using it requires acute motor control skills. But the act of carrying one does not.
Deciding to pull a gun requires situational awareness, starting with remembering (correctly!) whether you are carrying one. Forgetting, or misremembering, can lead to unintended consequences.
