I can't confirm this.
At the moment I don't use the cash withdrawal service of Amex on an ATM for a very simple reason: For the German Amex Cards the amount I get on the ATM is not booked on the monthly statement.
It is nearly immediately withdrawn from my current account within two or three days. So I use some type of "SparCard" product of a German bank for cash withdrawals at "non-German" ATMs.
The Banks started to "reeducate" the customers away from "paper" savings book to SparCards. And then included the service of up to 10 international ATM transactions for a reduced fee. So many people got this appetizer which remains of one of the USPs of SparCards.
But I can't imagine that one single ATM transaction starts the full workflow of chaging from signature to PIN.
