Yes. That is exactly our scenario, so far.
When we got our AS debit cards close to 3 years ago, the Terms said the JT account can have up to 4 owners each can have his own card to earn miles on his own AS account. In our state, there can only be one fee on the primary account owner's card. The rest has no fee.
