The short answer is that USA card issuers calculate that using a PIN does not not reduce fraud enough to justify the incremental cost of adding infrastructure to process PIN transactions. This doesn't help those of us who travel in countries where PIN has been adopted, but no major USA issuer appears interested in Chip & PIN.
