The behavior from AA is way beyond believe. You could have been on Air Koryo, so to speak of, from PEK to FNJ, and still fully qualified for TWOV. If they had denied you boarding indeed, I would have made sure to go public with this, so those apparently illiterate agents would be made available for any other businesses to hire (or not

I've had some hotels sometimes enter me wrongly as "Taiwan resident permit" or something like that instead of TWOV.
As for Air Koryo PEK to FNJ, that is exactly what I will be on (and with DPRK Visa to be picked up in PEK, but a letter issued that it is approved). I am planning to e-mail Delta on that in advance with my DPRK Visa approval (pick-up at PEK) scan and Air Koryo ticket and have them properly notate the PNR, not to have any last minute surprises at the airport.
