Whether or not you lose the number is not the point here. Pay As You Go means you have to pay for your service in advance before you can use it in other words it's a prepaid service. You are not billed for PAYG service.

Apparently one Israeli company has a variation on PAYGO where the customer somehow pays only after using airtime. I suppose they link the customer's credit or debit card to the account. Can't tell because the Hebrew-language site the OP linked to is an HTTPS site which Google Translate won't process. I'm not interested enough to copy&paste each page.... In any case, I suppose cell phone billing terminology was not etched into stone with the Ten Commandments, so if someone decides to use Pay as you Go differently, they're welcome to do so.
