My guess: The first rep wrote something in your record because she disliked something you said, even if you didn't actually call her a witch. Once a rep takes the time and trouble to record a denial in detail, you are toast. If that's what happened, try to end the call more warmly the next time you are turned down on a reconsideration request.
If you were nice to her, then just chalk it up to bad luck or a CSR having a bad day. It does happen, but for whatever reason it's never happened to me.
I was nice and polite. She had my credit report info in front of her which is a first and she questioned each of the last 7 cards on it from the oast 16 months. I was kind if amazed hiw prepared she was.
