As a practical matter, you can go wherever you want during TWOV visits. The only places where you could possibly run into trouble are hotels during check-in.
There are reports that people had to provide hotel accommodation proof (within Shanghai area) at least in PVG - of course by checking beforehand and having a local friend letting you stay with him ("virtually") you can run around that - and if you indeed stay at a friends place OUTSIDE of the area you are allowed to go, there should be no problems, but as you already said, hotels might been an issue (unless you get a friend to checkin in his name..)
