Here is my guess.

The people in Kuwait are probably so ignorant that they can't tell the difference between a transexual vs. homosexual. They assume it is the same thing.

While medical tests can be used determine if a person is transgendered/transexual, there is no reliable way to determine if a person is homosexual. Now what about bisexual people? A lot of bisexual people live the so called "heterosexual" lifestyle, get married and have kids etc. There's going to be a lot of false positives.
