I believe it's only a guaranteed UG when it's available. If the F seats were already given away for free UGs, and someone buys a full Y ticket, there's nowhere to UG them to.

Are you thinking that they bump upgraded L U T X & V class pax back to Y when someone purchases a last minute full Y fare?
