comdirect says they'll only open a current account (Girokonto) if they're happy with an applicant's creditworthiness. They typically ask the SCHUFA (German credit report database) for a report, but for people living outside Germany there's not enough information in the database for a reliable assessment.
DKB says they need to assess creditworthiness because issuing a debit card and a Visa card effectively means giving credit. Their standard application review procedures
and company policy means they won't open an account for you at this time.
It stinks a bit. I've got a DKB-Cash account that I opened as a UK citizen living in the US. I also got a DKB M&M MasterCard just a couple of months ago.
