I've seen the 4000€ figure on a laminated procedure card in the CGN ticket counter in December 2005, when LH (re-)formulated the standards for dealing downgrades, denied boarding etc with the new 261/04 regs. That rule still applies. The 1500€ for C->Y downgrades is alive and well too, I checked last sunday in SEA.
