I am far more bothered by ET "dump and runners" than crew bags, although I agree that it's not exactly sensible to stow the crew bags over Row 1 where the passengers have nowhere else to stow theirs. I don't fly in Row 1 CE so crew bags in Row 1 doesn't tend to affect me (I like 2D), however.

Crew bags could go just in front of the curtains where it tends to have a higher likelihood of being empty than Row 1, perhaps? At least with crew bags, crew members can be identified and requested to perhaps move their bags.

ET dump and runners, on the other hand, when there are many, often fill up the overhead locker space and prevent late-boarding CE passengers from being able to find space to put theirs, and they are hard to identify unlike the crew members. They in fact cause me to turn up at the gate earlier than I would otherwise need to. So I'm grumpy with them!
