I didn't know what you said about strict occupancy. What do you mean by strict and how would it be hell?
Fire regulations in Europe state the maximum occupancy of a room and this is strictly (carefully, rigorously, zealously) adhered to in many countries. There are many stories in various forums of people having problems with this issue. Basically, the hotel could deny you your room or force you to buy another room and be well within their rights.
