If so, this is a rule more honoured in the breach.

It does seem particularly perverse for crew to use the lockers above row 1, as (a) the pax being inconvenienced are more than likely GCHs, and (b) pax in row 1 have no floor storage alternative.

For myself, if there is nowhere to stow my bag I politely (but firmly) ask a crew member to remove a crew bag so I can stow my own.
