I'd second DC, it's brilliant. With any luck, the museums might have reopened by then too - if not, Nationals Park is a great place to catch a game.
I'd also vote for DC! There is so much to see and do. It may be worth taking a trip out to the Udvar Hazy centre near IAD too if you like aviation - it is a great addition to the National Air and Space museum. (My aunt lives 20 minutes drive away so we visit each time I'm over!)
Keeping my fingers crossed that everything will be open again soon as we travel in November ...
