I know AC % doesn't apply, but the popup you posted earlier shows it as 100% for V, and I thought perhaps THEY were mistakenly applying an AC % rate, but even that is 100%. But the next link you just posted shows V completely absent. So obviously that's the "error" that the complaint was about.

I don't know, but wouldn't "bait and switch" apply here? I mean, AC and AE had ample time and opportunity to remove the popup promising 100% for V.
