Many years ago, when I actually worked in a large hotel, this partly out of safety. If something had happened to you, there was no way of knowing for several days.

If people ask for a wake up call but don't answer the phone, that meant security would have to run upstairs and knock.

If someone leaves the Do Not Disturb sign on the door for a couple of days and there is no activity (room services, room charges, etc), that would also elicit at least a phone call to verify everything is OK.

BTW - in rooms with multiple phones (particularly wall phones in the bathroom), isn't it easier to just take the receiver off the hook of one of the phones?
