I've only stayed at the JPL once, but I had a bad time with their HVAC system. I was in a Lakeview Jr. Suite cabin, which has a portable window A/C unit in the bedroom. It worked, but was noisy. But as for the OPs question, it really does depend a lot on what they're looking to do. Banff probably offers the most things to do, both at the hotel and around the area. I personally love Lake Louise, because I just love the setting and the hiking trails that are right there, and find the hotel and finishings to generally be in better condition. Banff offers more options should you run in to a spell of bad weather. I've only ever stayed in upgraded suites at both of these, so I can't comment on the base Fairmont rooms.
I'm not sure I'd bother with Whistler unless it was for a skiing holiday in the winter. The area is still nice in the summer, but it's a bit of a hike to get there, and I think the Rockies are a better choice for summer activities and scenery.
Sorry to hear about your experience at JPL..
The lodge seems like its a make over, and with so many cabins and so spread out, it probably cost more to purchase and maintain HVACS then say at CLL or BSH.
Its a challenge at JPL, but thankfully only a couple months in the summer seems to be a problem. But, those are the best months to hang out at JPL, which has a great environment for the family. The heat seemed to work in our junior suite lake front last time out. A beautiful memorable stay.
