I'm not surprised that officials would admit someone who qualifies as 24 hour TWOV rather than 72 hour TWOV even if the 72 hour version is available for their passport. Remember that 24 hour TWOV has been around longer and applies to more nationalities, so in a sense it's the default procedure.
