The only way to avoid YQ on this route is by booking the travel originating from Brazil to Canada (e.g. GRU/YYZ/GRU) which are not going to help most North Americans out. That is indeed due to legislation within Brazil.
If this is the case, this might be an error by booking it directly on AP web site. As my co-worker only pay $52.60 CAD for his YYZ-GRU rt ticket.

I just called my co-worker and he confirm he did only pay $52.60 and I asked him to fwd his ticket to me as well and it indeed it is this low. I went to Aeroplan web site and try to book the exact same flights on the same date and it is showing $321.36 in fee. Hence, it look like they have fixed the issue on the web site. I told my co-worker "NOT" to make any changes to his ticket as that will trigger a re-calculate of the YQ.

Thanks Rushfan1 for providing the correct info... and sorry for misleading OP with an error ticket.... hmm, now this make me wonder why this was not reported on FT..
