NRSA is always below revenue standby. NRSA passengers are given priority codes: S1, S1A, S2, S2B, S3, S3B, S3C, S3D, S4, or JSA. Revenue standby passengers are given priority codes: B1, B1F, HK, HKI, HKIF, or SDSB (there are some others, but they rarely appear).
All of the revenue standbys are placed above the NRSAs on the list. However, if one of the NRSAs is eligible to be seated in the cockpit jumpseat and there are no other seats remaining, then that jumpseat-eligible person with the highest priority (or those, if there is more than one cockpit jumpseat aboard) will be assigned that seat, even if there are revenue standbys listed. This is because they are ineligible for the cockpit jumpseat.
That is the only instance in which a NRSA passenger should be given a seat before all revenue standby passengers have been accommodated.
