I think it's really a question of whether or not your VDB counts as a 'travel disruption', which I assume it doesn't. I'm not 100% certain of their algorithm for assignment of standby seats, but I believe you would have been listed below those with travel disruptions and those who've already missed flights on which they were waitlisted, which may or may not include NRSA. I think this is in line with the SDS program.
