I've been able to get a "partial chargeback" when a merchant only delivered some of the goods I ordered and would not correct the issue on their own. On the consumer end it is most definitely possible for a dispute to end in a "partial chargeback" against a merchant. Now if there is no such thing as a partial chargeback from the merchant side I couldn't say.
