The problem with Belgium bank accounts is that in general they are expensive to hold. Hardly anything like the DKB free cash account with a credit card.
There are plenty of free bank accounts for residents of Belgium (I have three), but I'm not sure about the costs for non-residents. Maybe the OP should just give them a call and see, the big three are ING, Belfius and KBC.
