The regs have remained pretty much unchanged over all those years. What has changed is the number of aircraft flying overall, and how easily all those additional flights can trigger various aspects of 121.647 with respect to fuel planning, especially the "(d)" provision ("anything that may delay the landing of the aircraft..)
