Forget Penghu the winds will be back and they are awful as the island is totally flat and makes it impossible to be out of doors. The weather on the mainland is superb especially around Taichung this time of year. Try going over to Puli and then do a detour to the south before heading up to Xingxing, stay overnight there and then head over to Hulien via the gorge.
