One of the things that I'm trying to figure out is what value does BLS add if the application needs to be sent to the consulate anyway?
Final Update: After getting in touch with rattanw I was forwarded to the BLS Canadian Operations Manager (PM me for contact info). It turns out that somehow the BLS office in Calgary managed to send my completed application and passport to an incorrect address for the Consulate in Vancouver. After several days of not being able to deliver the parcel the courier returned the application back to the Calgary BLS office where they realized their error. After several escalations to management at BLS and the Consulate they were able to re-send my application to Vancouver and get it processed quickly.
Sadly this just seems to be another example of incompetence at BLS. The manager promised me that they would be looking into the situation in an attempt to avoid similar problems in the future but overall not a very good first impression of India for visitors.
