This happens if the hotel has changed the reservation in some way e.g. to allocate a high floor room, suite etc. Sometimes they keep ownership of the booking; most of the time they don't.
actually it has nothing to do with changing the room type - it's "rate code" specific, either the rate code booked at time of booking had this restriction already on it or someone changed the res to a rate code with this restriction but this restriction on rate codes is hardly ever used
