+1, except....I believe you cannot flag down a cab on the street. You would have to go to a hotel/casino taxi line or other area where cabs pick up and drop off.
You may want to do that if you get tired of walking, but I wouldn't worry about needing to do it because you feel unsafe. The Strip is always busy and I feel safe all the time when walking there. I've never been outside at 3:00 in the morning, though...
Just be aware of your surroundings and have a great time.
