In any case the agent would not agree to change the rate on what she called a "BRG on a BRG".
Any rate change will require the reservation piece to be cancelled involving rate and a new reservation piece to be booked. The reservation itself will not necessarily need to be cancelled in its entirety.. just the piece that is affected.
This is my experience as I run several rates and various suite upgrade/Diamond upgrade pieces in some of the more complicated reservations.
