Unless you are content to pay for the snacks the safest and most sensible thing to do is to always ask when checking in.
Rules change and sometimes are inconsistent employee to employee. You shouldn't rely on any FT list - it's simply a guiide.
If you ask when you check in then it reduces the chance of being billed and then if the snacks are on your bill when you check out you have a much better chance of getting them removed - if you asked when you checked in.
