Well, most immigrants who are likely to take these flights go to Vancouver, Montreal, or Toronto.
That is likely where the vast majority of demand originates.
Why should they have codeshares when they are not likely to be used?
(Well, there are a few in Alberta but that's what the codeshare agreement tries to solve.)
