I agree that this is a problem specific to US carriers. On European airlines, the light goes off fairly soon, and it does not go back on unless there is actual turbulence or if the plane is about to land (like...land in 5 or 10 minutes, not the 40 minutes before landing that we sometimes get). I also agree that the US approach is actually less safe, because we all ignore the seat belt sign, including FA's.
