I did Amsterdam, Paris last month. I used Capitol One for most of the places.

Amsterdam the train station at Schipol and Central did not take chipless CC.
Paris did not run in to the "chip" issue at all. Yes the chip would have helped in buying a train ticket from the vending machine, but manned offices were there.

I used Capitol One. Only quirkiness was at Paris where I was able to buy the CDG-PAR tkts using COne and then immediately when I tried to buy the return ticket it would not work. Also would not work at other location of SNCF when I tried to buy the metro tkts. But ended up using AMEX and bit on the transaction fees.
